of Ukrainian Textile Industry SMEs

About the Roadmap
The sectoral twin transition roadmap is a strategic planning tool for the digital and green transformation of Small and Medium Enterprises (SMEs). The roadmap for the textile industry outlines 80 strategic initiatives for a step-by-step transformation of the sector, including measures for production modernization, innovation implementation, and eco-friendly practices. Together, these significantly enhance the competitiveness of all participants.











Strategic Initiatives for 2025–2027
The sectoral roadmap is a guide and tool for creating twin transition roadmaps for individual SMEs.
Component 1
Industrial Ecosystem
19 initiatives
Describes the current state, challenges, and priorities for changes in the innovation ecosystem and its strong connection with value chains in the textile industry sectors.
Component 2
Production and Technologies
9 initiatives
Blends production and digital technologies, highlighting accelerators for production modernization and the Transition from Industry 2.0–3.0 to 4.0.
Component 3
Approaches and Standards
6 initiatives
Focuses on analyzing existing and prospective trends in production management, business models, and technical standards.
Component 4
Human Capital
16 initiatives
Emphasizes changes in personnel training, highlighting areas for reskilling and upskilling, organizational change, and fostering a culture of collaboration.
Component 5
Eco-Factory
20 initiatives
Modeled on the ADMA methodology, it focuses on circularity, energy efficiency, clean materials and resources, and digital product passports.
Component 6
Support Tools
10 initiatives
Focuses on developing the most prioritized tools to support the aforementioned initiatives.
- Launch of 20 Pilot Projects for SMEs with the involvement of grant funding.
- Dedicated Research on the state of SMEs, including the availability of modern equipment, manufacturing bases, and production KPIs (OEE, quality, waste).
- 3T Alliance establishes more specific targets for production modernization indicators.
- Replacement of 1C Systems with mini-ERP solutions for 30+ SMEs.
- Transition to modern CAD tools for digital and eco-design for 20 SMEs.
- First pilots on 5 Key Enabling Technologies (KETs), with up to 10 projects.
- Campaigns to promote awareness of Industry 4.0–5.0 technologies.
- The launch of the first three pilot projects.
At least three pilot projects for each of the five KETs.
- Conduct five training sessions and organize 10 Lean tours, engaging 50 enterprises.
- Launch 5 pilot projects for implementing Digital Lean practices.
- Study XaaS experiences in the textile industry and prepare one analytical report, incorporating insights from UNDP's Circular Economy expertise.
- Develop 3 pilot XaaS projects for textile equipment, integrating Industry 4.0 technologies (e.g., CAD/CAM rentals from providers like Lectra or Assyst).
- Assess SMEs' readiness to experiment with new business models such as platform-based businesses, collaborative production, and projects in Eco-Industrial Parks (Eco-IPs).
- Implement five pilot models of collaborative production or cooperation to reduce costs.
Launch the first 5 pilot projects in Digital Lean.
- Pilot Training Programs. Launch 3 pilot training programs in partnership with technical universities and solution providers (IoT, automation, CAD/CAM systems). Provide training on basic ecological practices: energy efficiency and textile recycling.
- Digital Learning Platform. Develop an online course on fundamental digital skills for employees and enterprise managers.
- National Standards. Implement national standards for textile industry professions, focusing on Industry 4.0 and green transformation.
- Skills Mapping. Create a “skills map” to identify key competencies for various employee levels.
- Scaling Reskilling Programs. Cover at least 50% of target program employees with digital and ecological competency training.
- Change Agents. Train 5 key employees from clusters in five regions of Ukraine (Kyiv, Khmelnytskyi, Lviv, Rivne, Chernihiv) to serve as coordinators for digital and green transitions.
- Short-Term Management Training. Develop transformation management training programs for enterprise leaders.
- Network Teams. Launch 5 pilot projects where employees from different enterprises collaborate to tackle shared challenges (e.g., adapting Industry 4.0 or achieving green certification).
- Transformation Departments. Establish dedicated transformation departments in medium and large enterprises to oversee the adoption of new technologies.
- Autonomous Teams. Scale autonomous teams to optimize production, implement circular economy initiatives, and integrate Industry 4.0.
- International Expertise. Enable Ukrainian enterprises to participate in EU projects, gaining access to best practices in organizational change.
- Innovation Leadership Training. Offer management training on innovative thinking and change management. Introduce mentorship programs where experienced innovators guide young managers.
- Communication Strategy. Integrate messaging on the benefits of the dual transition and each employee's role into information campaigns.
- Incentive Programs. Implement reward systems for ideas that improve productivity, efficiency, or environmental sustainability.
- Innovation Culture Integration. Create internal teams focused on experimenting with and assessing new ideas, driving the adoption of Industry 4.0 technologies and circular economy practices.
- Intrapreneurship Platforms. Support mechanisms for employees to launch innovative projects within their companies, such as “internal startups” or dedicated innovation funding.
Establish the first three training schools specializing in Industry 4.0 technologies.
- Pilot Projects. Launch five pilot projects focused on textile waste recycling and creating products from secondary materials.
- Guidelines Development. Create instructions and best practices for material recycling tailored to enterprises.
- Awareness Campaign: Educate SMEs on circularity's economic and ecological benefits (e.g., cost reduction, potential certifications).
- Scaling Recycling Efforts. Implement waste collection and recycling systems at the industry level. Develop logistical platforms to simplify the transportation and sorting of materials.
- Enterprise Certification. Establish a certification program for enterprises adopting circular practices.
- Real-Time Monitoring. Deploy energy consumption monitoring platforms in 10 enterprises.
- Energy Audits. Conduct energy audits for 30 SMEs to identify key areas for efficiency improvements.
- Employee Training. Launch courses on energy-efficient management for managers and technical staff.
- Autonomous Energy Systems. Develop 10 pilot projects with micro-energy systems (combining alternative sources with storage) to transition to full autonomy.
- SME Incentives. Provide subsidies or grants to SMEs to acquire energy-efficient equipment.
- Pilot Projects. Implement three projects using certified clean materials in production.
- Supplier Database. Create a registry of certified material suppliers for the industry, integrating it into educational programs.
- Educational Integration. Include modules on selecting and using clean materials in professional textile training courses.
- Quality Infrastructure Expansion. Establish laboratories or certification centers to verify the eco-friendliness of materials.
- Quality Standards Development. Set mandatory standards for materials used in the textile industry.
- Pilot Projects. Implement five pilot DPPs for the textile sector, detailing material composition, raw material sources, energy footprint, and recycling instructions.
- National DPP Platform. Develop a database for storing and sharing DPP information aligned with EU standards, connecting 10 enterprises for testing.
- Training and Awareness. Organize training sessions for SMEs on integrating DPPs into business processes. Launch awareness campaigns about DPP's role in accessing EU markets.
- DPP Adoption. Ensure 30% of participants in the government’s target program use DPPs. Make DPPs a standard requirement for exports to the EU.
- Data Collection Automation. Employ IoT solutions and sensors to automatically update DPPs during production, logistics, and recycling stages.
Integrate Circular Economy (CE) and Energy Efficiency (EE) courses into 10 educational institutions.
- Launching two eDIHs (Clotex + KyivHitech) to support over 50 SMEs in implementing Industry 4.0, digital product passports, and circular models with a focus of hubs on training, startup incubation, and attracting international grants.
- Creating a sector-specific accelerator focused on textile innovations (IoT in production, energy saving, technical textiles).
- Establishing the first eco-IP in Khmelnytskyi focused on textile waste recycling and testing new materials.
- Ensuring the operation of at least five eDIHs, tech parks, or accelerators covering 50% of SMEs in the industry’s target program.
- Creating a national fund to finance innovation infrastructure in the textile sector, emphasizing Industry 4.0 technologies and the green transition.
- Launching an innovative online platform for SMEs, universities, investors, and international partners, promoting idea exchange, partnerships, and investment search.
- Organizing five conferences, exhibitions, or hackathons to popularize innovative technologies in the textile industry, including the annual "Textile Innovation Forum" with European and Ukrainian partners.
- Integrating Ukrainian universities into European innovation programs like Horizon / Digital Europe.
- Continuously updating curricula at ten universities in line with the challenges of the dual transition.
- Creating the "3T" Alliance — a coalition of business associations, clusters, and international organizations to support the Twin Transition in Textile.
- Providing funding to scale the activities of three regional clusters with a focus on digital and ecological innovations.
- Organizing five study tours to textile tech parks in Germany and Italy for knowledge exchange.
- Launching two joint initiatives with European clusters in circular textiles or technical textiles.
- Creating seven active clusters with international partnerships.
- Establishing two platforms to integrate Ukrainian manufacturers into global supply chains.

Key Features of the Document
Comprehensive Industry Analysis
A survey of 150 SMEs in the light industry using the ADMA methodology revealed key challenges for Ukrainian SMEs in the Twin Transition context: a lack of policies and tools, a shortage of qualified resources, weak innovation ecosystems, and low levels of collaboration.
Identifying Drivers of Transformation
Seven key focus areas for leadership are circular production, Big Data/predictive analytics, Digital Lean, Digital design and modeling, Recycling and new materials, Transition to green energy, and personnel Reskilling / Upskilling.
